Mr Arter has been Pensions Ombudsman since May 2015 and is also the Pension Protection Fund Ombudsman. His term ends in two weeks on 15 January but he will remain as Deputy Ombudsman.
He is a lawyer and has been awarded an OBE for services to the pensions industry.
Mr Skeoch, former CEO of Standard Life Aberdeen, has been an awarded a Knight Batchelor for his contribution to the Asset Management Taskforce and his role as interim chair at the Financial Reporting Council.
He joined Standard Life Aberdeen in 1999 and was also chair of the Investment Association until stepping down in September last year.
Honoured with an OBE was Stephen Ingledew, an industry veteran and chairman of FinTech Scotland.
The 2023 New Year Honours are the first to be awarded by new King Charles.
The list saw 1,107 honours given, with 50% of recipients being women.
Other financial services recipients of 2023 honours included NatWest chief executive Alison Rose, and former permanent secretary to the Treasury Tom Scholar.
